Parameters:

attributes - an attributes object containing the Threshold Value Sequence (see ThresholdValueSequence)

Returns:

a wrapper object implementing the ThresholdValueSequence.Holder interface.

Returns:

a ThresholdValueSequence.Holder.Builder to create Threshold Value Sequence Items with a fluent API.
