Parameters:

attributes - an attributes object containing the Output Information Sequence (see OutputInformationSequence)

Returns:

a wrapper object implementing the OutputInformationSequence.Holder interface.

a OutputInformationSequence.Holder.Builder to create Output Information Sequence Items with a fluent API.
