Parameters:

attributes - an attributes object containing the Channel Settings Sequence (see ChannelSettingsSequence)

Returns:

a wrapper object implementing the ChannelSettingsSequence.Holder interface.

a ChannelSettingsSequence.Holder.Builder to create Channel Settings Sequence Items with a fluent API.
