Parameters:

attributes - an attributes object containing the Omitted Channel Sequence (see OmittedChannelSequence)

Returns:

a wrapper object implementing the OmittedChannelSequence.Holder interface.

a OmittedChannelSequence.Holder.Builder to create Omitted Channel Sequence Items with a fluent API.
