Intercepts all the calls and allows to proceed only if the service specified by a device extension parameter has a configuration property isDeactivated()==false

Throws a XDSServiceDeactivatedException if there is no such an extension defined for the device, or if the extension is deactivated.

extension parameter must specify a class that extends DeviceExtension and implements Deactivateable
